Legal basis
Legal basis for conducting this statistical survey is Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 18/12 from 30 March 2012).

METHODOLOGICAL BASIS

Purpose of survey
The purpose of survey Consumer Price Index (CPI) is the calculation of inflation as the main macroeconomic indicator. CPI is an indicator of average price changes of all products and services used by households for the consumption. In addition to the purpose of inflation measure, it can be used for: harmonising prices of work in private contracts; for harmonisation of earnings, pensions, social benefits, etc.; as a deflator in the National Accounts.

Coverage of survey
There is covered the consumption of all private households with permanent residence at the economic territory of a country. There is not covered consumption of collective households, and consumption of non-residents. In selected towns, the shops are selected by the highest turnover of goods and services.

Data sources
The data sources of CPI are: retail stores (mini-markets, supermarkets, kiosks, and specialized shops), entrepreneurs, public companies, internet etc.

Obligation to protect individual data
Individual data on the natural or legal persons are confidential and constitutes an official secret in accordance with Article 56 of the Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 18/12)
