The national statistical office of Montenegro, MONSTAT, hosted a conference on Friday 25 November to present the final report of the peer assessment of the 2011 population and housing census. Among the speakers were Ms Radojevic, Director of the Statistical Office of Montenegro, Mr. Katnic, the Minister of Finance, Mr. Everaers, the Director for external cooperation, communication and key indicators in Eurostat, the statistical office of the European Union, Mr. Cammarata, Head of Political, European Integration and Trade Section in the Delegation of the EU to Montenegro and Mr. Durr, the key expert of the peer assessment. |
The national statistical office of Montenegro, MONSTAT, hosted a conference on Friday 25 November to present the final report of the peer assessment of the 2011 population and housing census. Among the speakers were Ms Radojevic, Director of the Statistical Office of Montenegro, Mr. Katnic, the Minister of Finance, Mr. Everaers, the Director for external cooperation, communication and key indicators in Eurostat, the statistical office of the European Union, Mr. Cammarata, Head of Political, European Integration and Trade Section in the Delegation of the EU to Montenegro and Mr. Durr, the key expert of the peer assessment.
In April 2011, Montenegro carried out its first population and housing census since independence. The census provides valuable statistical information on the population and its living conditions. The population census is one of the main pillars of a national statistical system and the results are essential tools for effective policy, planning and decision making purposes, both on the national and the local level.
In 2010, the Government of Montenegro invited Eurostat, the statistical office of the European Union, to organise a peer assessment of the population and housing census. The main objective of the peer assessment of the population census in Montenegro is to assess whether the census has been conducted in line with the international recommendations, in particular the Conference of European Statisticians' Recommendations on Censuses, published by UNECE/Eurostat. In addition, the peer assessment strengthens the transparency of the census operation and thereby increases the confidence in the census results.
The population census in Montenegro has been assessed since summer 2010, which has given the opportunity to verify that all stages of the census were carried out in a fair and impartial manner and that the population and housing census in Montenegro was carried out in line with international standards. The 2011 population census results can be nationally and internationally accepted as providing credible information about the population of Montenegro.
In conclusion, the mission considered that the 2011 census of Montenegro was prepared, conducted in the field and processed in accordance with international recommendations, and in particular the recommendations made by the Conference of European Statisticians for the 2010 round of Population and Housing Censuses. In addition, the mission noted with appreciation the high standard of professionalism of the staff involved at all levels in the census, from MONSTAT as well as temporary staff. The mission considers that the census has achieved a high level of quality, especially in terms of accuracy and timeliness.
