In Montenegro there are 30 pre-primary institutions of which 21 institutions are public and 9 are private, with the network of 108 child care units, within which there were organised 521 child care groups.
In school year 2010/2011 there were 13 652 enrolments of children in pre-primary institutions. Of this number, 48% were girls. There is an increase of approx. 7% in number of children enrolled compared with school year 2009/10. In public institutions there were 98% children enrolled.
In public pre-primary institutions an average number of children per child care group is 28, while this average is 6 in private pre-school institutions. The highest average number of children per child care group is in Tivat, and it is 37.
The highest average number of children per child-care worker is in Podgorica, and it is 28. Of the total number of employed in the pre-primary institutions, 57% are child-care workers.
