Programme of Official Statistics

Activities of official statistics shall be based on the Programme of Official Statistics (hereinafter referred to as the “Programme”), which is, in compliance with the Development Strategy of Official Statistics, adopted for the five-year period. Other official statistics producers shall submit to the competent body proposals for preparing the Programme under their competence, no later than 15 September in a year preceding the year for which the Programme is adopted. The Programme shall be passed by the Government, and published in the Official Gazette of Montenegro (citation of Article 21, Law on Official Statistics and Official Statistical System, Official Gazette of Montenegro No 18/12)

The Programme shall include:

1) Overview of development objectives of official statistics;

2) Overview of main results of official statistics in each area, data on their periodicity, and degree of compliance with international standards;

3) Overview of the most important activities in development that cannot be allocated per areas;

4) Name of the responsible official statistics producer, and

5) Information on expected problems.

Programme of Statistical Surveys 2009 – 2013  was passed at the session of the Government of Montenegro on 15 January 2009, and published in Official Gazette of Montenegro No 17/09.

Programme of Official Statistics 2014 – 2018 is the second strategic document of this type in Montenegro published in the Official Gazette of Montenegro No 13/14 of 14 March 2014. Apart from previous Programme, this document introduces a certain number of new international statistical methodologies, standards, the best practice, EU regulations, and recommendations, but also the European Statistics Code of Practice. The Programme especially points out planned activities on the introduction of new indicators aimed at the full compliance, especially where it has not been done until now.

Pursuant to the Article 21 paragraph 3 of the Law on Official Statistics and Official Statistical System (Official Gazette of Montenegro No 18/12), at its 131th session held on 15 October 2015, the Government of Montenegro adopted the Decision on Amendments to the Programme of Official Statistics for 2014-2018. The reason for amendments to the Programme of Official Statistics 2014–2018 is the accession of the Ministry of Science in the Montenegro official statistical system. 

Programme of Official Statistics 2019 - 2023 was published in the Official Gazette of Montenegro No 7/19, prepared by the Statistical Office and other official statistical producers.

In the 2019-2023 period, the activities of official statistics were defined through the overview of development objectives of official statistics that relate to further harmonization and innovation of official statistics with international standards and recommendations, establishment of permanent dialogue with users and development of partnership, education of statisticians as data scientists, creating new data sources for the production of official statistics, further implementation of the European Statistics Code of Practice and development of integrated system for collection, processing, publication, and documenting the official statistics data.

Programme of Official Statistics 2024-2028 was published in the Official Gazette of Montenegro No 122/23, prepared by Statistical Office and other official statistics producers.
