Legal basis

Legal basis for conducting statistical surveys in the area of waste statistics is Law on Official Statistics and Official Statistical System of Montenegro (Official Gazette of Montenegro 18/12 and 47/19) and Annual plan of official statistics.

METHODOLOGICAL BASES

Purpose of survey

The purpose of surveys in the area of waste statistics is to obtain the data on generated and treated (recovery and disposal) amounts of waste, according to the source of generated waste (businesses - enterprises according to the Classification of Activities 2010 and households) and according to different treatment procedures.

Data sources 

The data sources for waste statistics are legal companies - enterprises registered in sectors A - G, M and Q, public utility enterprises and enterprises dealing with waste collection and treatment.

Waste statistics started developing in 2006, when the first pilot project for the preparation of the methodology for collecting data on municipal waste began. Waste statistics by sector (agriculture, industry, construction, service activities) were developed individually from 2011 to 2014. Until 2018, the implementation of surveys in the field of waste statistics was largely based on the joint cooperation of the Statistical Office and the Environmental Protection Agency. Since 2018, the Statistical Office has been conducting surveys independently.

In July 2017, a series of data on the generated and treated amounts of municipal and non-municipal waste in Montenegro for the period 2011 - 2015 was recalculated. With the further development of waste statistics and the improvement of the quality of certain data sources in 2020, some data were additionally revised.

Coverage 

Surveys on waste statistics covered all public utility enterprises, with the permit issued by Secretariat for Local Government for performing public service of municipal waste collection and transportation; enterprises that have permits for waste collection and treatment by Environmental Protection Agency; enterprises that manage landfill sites; enterprises with 10 and more employees whose main activity is defined in sectors: A – Agriculture, forestry and fishing, B - Mining and quarrying, C - Manufacturing, D - Electricity, gas, steam and air conditioning supply, E - Water supply; sewerage, waste management and remediation activities, F – Construction, G - Wholesale and retail trade; repair of motor vehicles and motorcycles - group 45.2 Maintenance and repair of motor vehicles, M - Professional, scientific and technical activities - division 75 Veterinary activities, Q - Human health and social work activities - classes: 86.10 Hospital activities, 86.21 General medical practice activities, 86.23 Dental practice activities and 86. 90 Other human health activities according to Classification of activities 2010.

Obligation to protect individual data

The data obtained from reporting units are only used for statistical purposes and they are published at the aggregated (cumulative) level.
